Governments of all levels are the owners of buildings, and this affords them the opportunity to reduce energy costs within their jurisdiction and "lead by example" in terms of displacing CO2 emissions. Given that almost 50% of the world’s energy usage in the building sector is used for heating, any comprehensive energy and CO2 strategy must include incentives and specific policy directives aimed at the "renewable generation of heat".
For these reasons, the European Union has announced explicit "Green Heat" targets as part of their overall mandate to generate 20% of all energy from renewable sources by 2020.
